1997 at the earliest. Contrary to oft-stated opinion, the
Canadian Forces
DO NOT have a level 4 containment facility. <<<<<<

Just out of curiousity, but how much would it cost to maintain
such a Level 4 Biocontainment facility "just" for emergencies?
Might the financial aspects have been part of the decision to
