No, a dental specialist can do what his program has made him competent to
do.  Oral Surgeons long ago started to call themselves "Maxillofacial
Surgeons" and their programs have moved far beyond exondontia.  If your
residency training teaches you to do it, you can do it, be you a plastic
surgeon, and ENT surgeon or an MF surgeon.... within reason, of course.  I
think a Maxillofacial surgeon would have a tough time proving that his
program prepared him for bunionectomies.
