Adequate Uncertainty Factor for Exposure Limit

I would suggest that the 25 fold uncertainty factor is too small unless 
the mechanism of carcinogenicity is well understood.  I would consider a 
safety factor of 100 to be a BARE minimum if nothing is known about the 
mechanism of action.
