Not precisely true. They're not given to unassociated individuals. If
you had an academic institution or independent operating lab to handle
it, you would get it and they would administer it.

I don't need to read anything you've written to know when you're
answering someone with irrelevant material, and I will by no means
stop bringing every instance of that to your attention.
