Actually, I found a supporting observation on one of the lifter pages: the 
lifter effect depends on solar activity. My explanation goes that the 
effect is an electrostatic effect towards "ground" level, i.e. earth as a 
(charged) third plate. Generally, one would assume that a large body in the 
universe is uncharged, as a charged body would attract ions of the other 
charge and in turn become uncharged; however, earth is within the solar 
atmosphere, which is charged (solar wind consists of ions which miss one or 
more electrons; the solar magnetic field keeps the electrons).

My explanation is certainly speculative. However, any ion wind effect that 
would work under normal pressure would almost diminish even when there's 
still a rest atmosphere in the so-called "vacuum".
