Since there was no way to say it *other than* to say she was a
Cushite, (which is the Hebrew word for a black person), they DID speak
about it. But other than nationalities/ethnicitiesm, there was no
concept of race in those days, that having emerged as a concept only
in the last 200 years or so.

Every person named Cushi was either the descendant of someone named
Cush (who was black-skinned) or was black-skinned himself and thus
assumed to be a descendant of Cush.

Because in one case it is used as a name of a person, and therefore is
left untranslated as "Cushi" whereas in the other case it is a
description of a person with a name other than "Cushi", in which case
the proper translation would be "Ethiopian" or "black" or "African"

Maybe it never occurred to them that your nincompoop assumption would
be true. Before modern racist theories, there was no particular
reason in most societies NOT to marry a black person, and it probably
was quite common in places where blacks and non-blacks intermingled,
such as in northern Africa.
The rest of the world does not share your peculiar preoccupation
between "white" and "black".
