Hi Miles,

There is no such valid theory.  Rather, it is more like an urban myth.

Every part of the brain generates electrical activity and consumes 
energy.  Every part is carrying out some functions whether they are 
understood or not is always a possibility.   Still we use it all, 
though not always wisely.
