IQ Caps - what's for real?

I recently read Tom Wolfe's new book. He writes about an IQ Cap made by
Neurometrics and also by Cognitive Neurometrics.

Apparently, by simply staring at a spot on a wall and taking readings with
the Cap, one's IQ can be estimated - faster and as accurately as with
written tests.

Any truth to the claims? How do they work? I can hear the PC crowd howling
already.
