it's 'just' more activation-dependent TD E/I-minimization. 

throughout their entire extents, from fertilization, through matruity, to
death, in 100% of their functioning, nervous systems 'know' only one thing...
'randomness' kills.

as i've said, to the point of everyone's experiencing nausea at the mere
mention of it :-)
