Any such question should be addressed to the authors of the study,
referenced in www.ingber.com/smni_eeg_data.html, the page I gave that
points to the data. Since the study was carefully monitored by NIH, I
assume the researchers didn't go out on the street, grab people
randomly and force-feed them alcohol :>). I have no idea if the
investigators were supposed to or were able to give medical advice to
the subjects.
I think you should look at the papers before contacting the authors or
the NIH.
