Maybe 'smart' means making the best of the mental equipment you have, but
 perhaps 'smartness' and 'intelligence'  are not well enough defined to be
ideal in  comparing species.
Looking at it another way, an animal with significantly more neurons in its
brain than another ought to have significantly more processing power in its
brain. 

So what is the extra processing power in a dolphin's brain  used for?

Now if we could find an MRI scanner big enough to fit a dolphin inside, perhaps
we could uncover  some interesting answers ;-)
