Yes it is. There are neurons in the posterior hypothalamus which
innervate most parts of the brain and store and release histamine. There
are also three different histamine receptors (H1, H2 and H3) present in
the brain. 
Studies on e.g. fish have indicated that the brain histamine system is
evolutionary older than the peripheral histamine systems (in stomach and
mast cells).
