Formation of Personality

How does our brain wire itself up to develop a personality in an individual? 
Is it more genetic,  more environment or a combination of the two?  I recently
heard a selection theory that  specific environmental situations elicit an
already built in specific neural circuit.  So essentially our neural circuits
are already built in by genetics, but it takes the environment to elicit their
function.  How could we explain deviant personalities?
