Conditioning?

I just finished reading the survey article on synaptic potentiation by
Bliss and Collingridge in the Jan 7 93 Nature. Their model for the
conditioning of many excitatory synapses involves vesicle release into the
synapse when the post-synaptic side is depolarized. This implies that you
can potentiate a synapse even when the post-synaptic neuron does not fire
(perhaps being inhibited from firing by inhibitory neurons synapsing
axosomatically). Is this real? This model seems to contradict the model of
habituation presented by such authors as Dowling (Neurons and Networks)
and Levitan and Kaczmarek (The Neuron), although that model is based on
studies in Aplysia.
