Why???
There are no introns in 16S bacterial RNA so you will get the same
sequence from PCRing genomic DNA as one would using RT-PCR. No need to
go to RNA and RT-PCR unless you have a very specific reason for doing
so.
I have severe doubts that you will have intact RNA from a soil prep
anyway so you may actually get nothing with RT-PCR.
If you really really want to go down the RNA route then try Ambion's new
Turbo DNase I
