Michael,
The most obvious choice which comes to mind is MS Access. It is a fairly
simple database program, and I use it in my lab to keep track of the
isolates I am working with.
I have also seen a program called Filemaker Pro, but I am not sure if it
is windows based.
Basically, any database program should be able to do what you are looking
for, and I find MS Access to be fairly easy to wrestle with.
