Start by doing a degree in microbiology, and then get an appropriate PhD,
some post doc experience, a clean character, and a job at the right research
facility. It'll probably be a defense research establishment of some sort,
where you'll hopefully be working in anti-biological warfare research. Then
get all the paperwork done, and you'll be experienced enough and trusted
enough to do it, providing the rest of the research facility lets you.
Otherwise don't bother.
