As an amateur biologist, I'm curious if anyone has proposed the existance
of, or discovered, "mutation genes?" 
That is, genes that under specific circumstances cause genetic mutations
in their own, or neighboring, chromosomes - perhaps even in a
semi-controlled fashion.
Such genes could potentially speed the process of speciation tremendously
by eliminating reliance on purely randomly generated mutations.

Any thoughts or references?
