It's called "preventative medicine".
As with HIV, the problem is in the potential rather than the current
state of the crisis. The problem of rampant overuse of antibiotics
throughout the developing world and the corresponding emergence of
bacterial resistance can hardly be overstated. We are lucky to have
what little public attention for this issue as has been allowed.
