All other users, or just some?  For ALL you go to $WHEREEVER/gcg/gcgdbconfigure
and modify dbnames.map and dblogicals.local, then run newdbfiles.  At the next
login
they'll have access to the datasets.  You probably also want to modify:

./gcgcore/scriptdoc/versions.txt

to reflect your changes.
