There once was NCSA Telnet for DOS which did support tektronix graphics.
I am not sure whether it is still produced since I am now in a Mac
environment.
However, even with a running NCSA Telnet for DOS cut/past is probably
not as straightforward as with NCSA Telnet for Macs.
