The EGCG extensions to GCG include a program TOPHYLIP that does exactly this.
EGCG 8.0 is available from ftp.sanger.ac.uk in directory pub/pmr/egcg8
for Unix and VMS (tar.Z files) and egcg8vms for VMS systems (backup format
distribution).
EGCG 8.1 is scheduled for release soon.
