Laser Plasmid and MacPlasmap. I think the second has better drawing
features. Both can produce PICT files that can be modified by graphics
applications. For instance, I use Canvas to scale, change fonts or apply
colors to plasmid maps produced by any of those two programs.
I don't remember where I got them. You may try ftp.embl-heidelberg.de
