There is nothing mentioned in the documenation of PRIMER. ToPrimer is part
of the GCG-EMBL extensions. There might be a paper about the latter although
I don't know.

According to the license agreement of PRIMER I am allowed to distribute PRIMER
but not to any commercial sites or for any commercial purposes. In addition
PRIMER may not be made available on mailing lists, bulletin boards or
FTP-sites without permission of the authors. Unfortunately the authors don't
seem to respond on e-mail requests although they state an e-mail address in
their manual.

The GCG-EMBL programs are available via anonyomous FTP on the EMBL fileserver
  ftp.embl-heidelberg.de
