NCSA Telnet 2.6 beta 13 works just fine. It has one disadvantage, though:
I can't get it to work with the GCG tektronix emulation. The reason
we switched from NCSA Telnet 2.5 was that it did not work together with
the Apple Keyboard driver. Result: even on a German keyboard you would
have to work with US keys. No problem for the computer gurus, but for
Joe Biologist :-) 

The actual version of NCSA Telnet is 2.6 beta 14 (I think). I have not
had the time to download it, but I am told that the tektronix bugs
still persist, unfortunately.
