I recently visited that site and pulled down the following information:
In 1996 all Chapman & Hall journals will be electronically available via the
World Wide Web.
You can download FREE sample articles from our nominated sample issue. Click
on the title of interest to you from the full list given below or search by
discipline.
The full text is viewed using an Adobe Acrobat Reader. You will need to
collect a copy of this software program, if you do not already have a copy,
from the Adobe home page .
You can also freely search tables of contents and article abstracts for all
issues available in this service by using our our online searching tool.
The full text of articles (and all accompanying matter - half-tones, graphs,
tables) are reproduced exactly as per the printed page. The quality has
already impressed those using the titles made available in 1995 - why not
view for yourself via our free sample article facility!
You can select, search and print locally any given article up to 4 weeks
before receiving the print version.
Full online article access is currently only being offered in conjunction
with a subscription to the print version of each journal. Full details of
electronic availability are in the Publication Details for each title. To
view please click on the title of your choice below.
In 1996 Chapman & Hall are encouraging institutional subscribers to make
electronic access available to all registered users within the confines of
the given institution.

I clicked Volume 13 Issue 01 and found the table of contents. One can
click on any of these titles and obtain the abstract of the article. The
full text versions do not seem to be available as yet and will probably
require a subscription but at least the abstracts are available now.
