Nominal means "small, insignificant" - US$500 is neither small nor
insignificant in our part of the world. I have a one year project which
involves a lot of (expensive) cell culture work which has a total budget of
US$5,000 - if I had $500 spare I would buy some more reagents.

Is it expensive? Probably not.

Can we afford it? No.
