There is an HTML version of the NCBI Toolkit Documenation available at
http://research.nhgri.nih.gov/docs/sdk/
There is info on the structure of ASN.1 and info on the AsnLib C library to
process ASN.1.
Also you may want to get the NCBI ASN.1 specification files. You can get
those by downloading the latest toolkit from
ftp://ncbi.nlm.nih.gov/toolbox/ncbi_tools/ncbi.tar.gz
and after extracting the tar file you can find the specification files in
ncbi/asn/*.asn
