The source code and if I remember well, also binaries can be
found on any gnu ftp mirror. My favorite is french and is :
ftp://ftp.lip6.fr/pub/gnu/
But just have a look at mirrors listed somewhere on :
http://www.gnu.org/
Currently, the gnu "tar" archive programme can use most of the Unix
(and some other) archive files formats. Should be easy to incorporate
if you respect the terms of the GNU Public Licence...
