FILE input to a WWW httpd, anyone?

You may want to reconsider gopher+, which has ASK forms *now*
that multiple clients can use, and it includes file input from
client to server.  One of the many problems with www is its 
kitchen sink approach to clients, putting every net-thing into them,
makes them hard to write.  Gopher+ clients & servers in my opinion
are easier to write and modify according to your needs.  I'll
be releasing a usable gopher+ client soon that runs on
mac/mswin/xwin (the not-quite-usable preview version is already 
available at ftp.bio.indiana.edu).
