Dispatcher IP address change

At 9 a.m. EST today, 14 December 1994, the primary Dispatcher IP address
for Network Entrez was changed from 130.14.20.80 to 130.14.25.211.
This change is part of an upgrade procedure for the Dispatcher to a
more powerful computer.

For most users, this change will be nearly transparent; for more details,
read on.

For most Mac and PC users, this change will be nearly transparent, since
the following will occur the next time you use the Network Entrez client
program:
  (1) The Dispatcher will not be found at 130.14.20.80
  (2) Your client will then look for the Dispatcher at dispatch1.nlm.nih.gov.
      If the changes in the Domain Name Service have propogated to you,
      then you will correctly pick-up the new address, 130.14.25.211.
  (3) If not (more likely), then your client will look for 130.14.25.47,
      and will find it.  This backup Dispatcher will then inform your
      computer of the current new set of addresses, where 130.14.20.80 is
      replaced by 130.14.25.211.

Subsequent invokations of Network Entrez will use 130.14.25.211.


This procedure is similar for UNIX and VMS users, but in some cases a
master configuration file (.ncbirc or ncbi.cfg) is not writable by 
each user.  In this case, the user will frequently wind up with a private
copy of the configuration file in their own directory.  It is recommended
that the system administrator update the master copy of the configuration
file, to reduce proliferation of these configuration files into private
directories.

If you wish to edit the configuration file manually, the following items
need to be changed in the [NET_SERV] section:
  Change DISPATCHER from 130.14.20.80 to 130.14.25.211
  Change DISPSERIALNO from 5 to 6
