This is a world-wide-web location, (note the www) and as such, isn't
set up to greet inquiries from a gopher client.
If you're using mosaic, you'd simply copy and paste this address into a
dialog asking for a 'url'. If you're operating from a unix box with lynx
installed, you'd enter lynx http://www.nih.gov/ on your command line.
