Frameshift generation of RE sites?

We are looking for a program to run on a VAX, Mac, PC, or Unix platform
which will allow us to predict oliognucleotide-directed mutagenesis
experiments that will create new restriction sites by DELETION or INSERTION
of nucleotides.  We want to create frameshift mutations to knock out
functional coding sequences and assay a successful mutagenesis event
quickly and easily.

I am aware of such programs for substitution mutagenesis (eg OLIGO) but not for
frameshift mutagenesis.  Can anyone help?
