Not necessarily. It is possible to do TCP/IP using SLIP or PPP. Granted, it
doesn't provide Ethernet cable performance (peak of 10mbits/sec) when using
modems providing speeds of only 9600-38.4kbps, but at least it's an Internet
connection...
