Not true.  It is possible to get an Internet connection over phone lines using
modems by running programs like SLIP (serial line internet protocol?) or
ppp (point-to-point protocol).  Granted, you'll be limited by the speed of your
modem (usually 9600-38.4kbps) in comparison to Ethernet cable (peak rate of
10mbps) but at least you have an Internet connection.
