There are several commercial drawing-programs that feature transformation
of pixel data into vectorized format. One example is COREL DRAW, which can
import TIFF images and vectorize them via the AutoTrace function.
You can then write the stuff into a PostScript-file and try to grab the
data this way; HPGL might be possible too.
A supplementary program called COREL TRACE should be able to convert TIFF
images to EPS-format.
