I think you may be confused about how this works. If your intention is to
induce gene expression with galactose, you simply need to clone that gene
in front of a galactose inducible promoter, such as the GAL1 promoter. To
induce expression, transfer the cells to media that contains galactose and
lacks glucose. I don't see why consitutive GAL4 expression would be
required.
