The short answer is there is as yet no such promoter in general circulation.

The longer answer is that there is a newly reported promoter, the INV
(see recent paper by Russell's lab).  However, it is not clear whether
this is 
any less leaky than nmt1 and it cannot be used for sustained expression.
 Note that the
leakiness of nmt is a function of the stability of the protein;  for
unstable proteins
it provides a tight shutoff.
