It sounds like scale.
Nearly all plants can be safely treated for nearly all bugs with a mixture of 1 tablespoon cooking oil with 1 tablespoon of dish soap (Ivory or Joy) per gallon of water.
Insects breath through pores in their bodies. The oil clogs the breathing pores without harming the plants. The soap allows the oil to suspend in the water.
