Melee bugs (Mealy bugs)

That's mealy bugs. They are the univerasl pest. They are a problem for
everyone who grows plants. There are various methods to CONTROL them,
including using pesticides and organic methods such as using friendly
insects such as ladybugs but those methods don't completely eliminate them.

You can physically remove the adults but the eggs they lay in the soil will
continue to hatch out over a period of weeks. Then there are the root
mealies which you don't see.

Maybe you have a melee after all. You do have a full scale war on your
hands. Oops, scale is another story altogether.
