In Fiji Islands and the rest of the Tropical South Pacific, there is a
root the natives call Kava.  When this root is dried and ground into a
powder, it is then mixed with water and used in Native cerimonies.  The
drink is then called "grog".  Does anyone know what kind of plant the root
is?  What is the scientific name for it? 

This root, when consumed in large quantities, produces a drunken effect.
Is it a narcotic? and is it legal in Canada and the USA?
