This National Aeronautics and Space Administration
(NASA)/European Space Agency (ESA) Research Announcement
(NRA) solicits proposals to participate in the Biorack
Flight Opportunities on Shuttle Missions.  This program
provides an opportunity to propose research to investigate
cellular functions and developmental processes in plant and
animal tissues and cells, bacteria, small invertebrates, and
plants during space flight.    It is anticipated that two
flight opportunities will be available in 1996 and 1997.

Participation in the Biorack Flight Opportunities on Shuttle
Missions is open to all individuals and all categories of
domestic and foreign organizations, industry, educational
institutions, other nonprofit organizations, NASA
laboratories, and other Government agencies.  Proposals
which will enhance or complement the scientific return from
research currently being supported by the National
Institutes of Health are encouraged.  Proposals may be
submitted at any time up until February 10, 1995.

Further details relevant to these programs are included in
the enclosed appendices.  Appendix A provides technical
information applicable only to this NRA in the general areas
in which proposals are solicited, plus amendatory guidance
to Appendix D.  Appendix B provides a list of flight proven
standard experimental hardware that can be used with
Biorack.  Appendix C contains the basic guidance needed for
the preparation of solicited proposals in response to an
NRA.  Appendix D contains forms for inclusion with proposals
submitted in response to this NRA.  Appendix E contains a
schedule of important events and deadlines related to this
NRA.

The U.S. Government's obligation to make awards is
contingent upon the availability of appropriated funds from
which payment for award purposes can be made.  As a result
of the reviews, it is anticipated that NASA will select 6
investigations and ESA will select 4 investigations per
flight.  Presently, NASA expects to make 12 awards to U.S.
Investigators of less than $70K per year (total costs) each
for up to 3 years.   For non-U.S. proposals selected, the
responsibility for funding is from the sponsoring agency.
