Buckwheat is not a legume, but a relative of knotweeds and 
smartweeds.  It will not fix nitrogen, but you can get a
quick crop out of it and add to soil organic matter easily.
The folks on rec.gardens or alt.sustainable-agriculture can
probably help you with more specific cultural information.
