The IBB is a non-profit book-distribution service, funded by, among others,
AID and USIA. All donors have to do is send their books to IBB by 4th-class
mail. IBB catalogs what it receives, maintains a database of available
titles that it shares with any interested party around the world, and then
pays to ship the books out. It ships millions--literally--of books around
the world each year. Here at Hopkins, we've used IBB a number of times
with great success. They have a nice info packet about their services.
