There can not possibly be any rule against posting a comment that favours
one candidate, and this wouldn't even be bad manners if the article was on
the topic of the newsgroup.
It would be rude to post articles to a newsgroup that have electioneering
as thier sole purpose, but I bet you would be hard pressed to find a way to
stop someone from doing it.
