Nope. The base (or oval window end) is where the treble-sensitivity
is and the apical (helicotrema) end is for the bass. Just look at the
width of the basilar membrane: narrow at the oval window and
progressively wider towards the apex.
BTW, stimulation at the round window (via scala tympani) should give
identical results as stimulation at the oval window (via scala
vestibuli) with the possible exception of phase.
