GETTING RIPPED ON CELL SERV?

  Aerial Communications gives a chance for people that may have a blemish on
their credit report, to utilize what is called a prepay plan.  The prepay card
that is purchased costs $45, and gives you 100 minutes of air-time.  If you as
a customer do not use the 100 minutes within 30 days you will lose the
remaining balance of your credit.  When I asked, where does that money go?  I
was given a number of answers by a few different people with Aerial,  Such as,
"the FCC siezes it", "Aerial keeps it", or "it goes into a fund", and last but
not least, "I don't know".  Aerial also tells their prepay customers that if
you stay on as a customer for 6 months without having an interuption in your
service, i.e, (you didn't go a month here or there without purchasing a phone
card), and nothing more negative had been added to your credit report, that
Aerial will put you on a regular plan.  Which I found not to be true.
    
  If you are an individual that has no blemish on their credit report, you may
choose to be billed monthly for the cost of $50, and receive 500 minutes of
air-time, which you will also lose if not used in 30 days.  But, does that
matter?  You are being billed $50 per month anyway, and not many people are
likely to exceed 500 minutes of air-time in 30 days.
  
  This is a list of questions I have had, for Aerial, that I have never
received a direct answer for, and that do not seem right, or may even be
illegal for that matter.
1)  Why does Aerial treat people with a blemish on their credit report like
they are less then others or criminals?

2)  If someone was on a regular credit plan, and did not pay their monthly
bill, wouldn't Aerial have the power to just simply disconnect the customers
phone service, like any of our local phone companies?

3)  If a company such as US West tried to practice such business, would it
happen without consequence?  Ok that question maybe reaching.  (-:

4)  Why wouldn't we, with a blemish not get 500 minutes, like everyone else? 
Aerial already has the money, it's paid in advance, and Aerial does not even
have to send a bill, and we are only $5 under paying the same amount as regular
customers.  Why do we not get 500 minutes or 450 minutes to be fair?  Sounds
like discrimination to me, and an easy excuse to make a buck for Aerial.

5)  Why does Aerial tell customers that, they will be put on a regular plan, if
nothing negative had been added to their credit report, and they had no service
interuption, if Aerial has no intention of doing so in the first place?

6)  Why can't Aerial tell the truth of what happens to the siezed un-used
credit taken from Aerial's prepay customers?   
ALL WE WANT IS 500 MINUTES LIKE EVERYONE ELSE!!!!!!!!!!!!!!!!!!
